Update README setup instructions to refer to 0.12.0 release #552

The latest release (as of this writing) is 0.12.0 (actually released in June 2021), but the Setup instructions in the README are still talking about 0.10.0:

It would be nice to have copy-pastable setup instructions, including the sha256 hash, for the 0.12.0 release.
