Reformat bzl file
Apply automated fixes
Separate tools from other inputs
Add TODO about depsets
Remove FileType

Tested: bazel-0.20.0rc4 test //... --all_incompatible_changes --incompatible_disable_tools_defaults_package=false --incompatible_depset_is_not_iterable=false
