Update CODEOWNERS #791

This PR is more of a question.

Now that we have a BSD tar in Aspect's bazel-lib, I don't have much reason to get involved with the pkg_tar rule. Also I'm really overcommitted right now and haven't been doing a good job responding to pull requests.

I discussed with Chuck that maybe he'd like to take my place here.
