Draft PR, to be merged after #168 and #170 are merged.

Blocked on #172 - through some manual testing, I realized that the existing WORKSPACE setup instructions we had, and the existing stardoc_repositories, were utterly inadequate when using a distro-tarball version of Stardoc with bzlmod disabled. We need to update them. (The problem is Maven deps.)
