Why not? Seems like the changes are innocent enough

Well, ignoring the fact that I pulled in a bunch of additional changes accidentally >.<, the licensing info I added is boilerplate needed for our google-owned fork. The previous changes could be upstreamed at some point in the future, but I'd rather get them properly battle-tested first
