Add some more details about how to use bazel-deps.

It took me a while to figure out how to run the tool correctly. I finally figured it out when I stumbled across the last section the bazel-buildfarm README. I was confused for a while because I thought I might need to copy all of bazel-deps into my project because perhaps parseproject could only work inside of the project it lives in.
