Bazel 0.26 has now been released and need to ensure bazel-deps is compatible with Bazel 0.26

Recent changes were merged to support 0.25 but believe further changes are required for bazel-deps to work with 0.26 https://github.com/bazelbuild/bazel/releases/tag/0.26.0

most version bumps haven't required significant changes.
