ag starts in a directory that isnt a project root, when projectile-require-project-root is nil
ag doesnt start in a non project root when projectile-require-project-root is nil
the corresponding counsel version works as expected.
(setq projectile-require-project-root nil) c-p-s-s, in a directory which is just a plain dir with no .git or anything project-like.
