!banid function #161

I would like to ban steam ID's, because some people quit after they do 
something wrong, and if they do, I am screwed because you can only ban them 
while they are in your server.

Download the newest version of Evolve Mod than you can ban with steam id

you can !bad *ID*
No need to !banid
it auto detects a steamid and bans it

My bad, the reason why it wasn't working was because I was trying to ban a bad 
steam ID
