banid member off server feature

If this is somehow stated in an earlier issue report i apologize, but i was 
wondering if there is, or could be a plugin to ban peoples id without them 
being on the server? I tried the ev_ban manager command but couldn't do it.  
The thing is, when people see either myself or the other admins come on, they 
immediately know to get off, so we can never catch them, and when we try to get 
to the server administration box from someone reporting it its already to late. 
It would a great load off if this could happen, finally get the abusing 
community off the server for good haha.  thanks.

There is, it is the same as the !ban command

You type !ban (Id here) (minutes) (reason)  

It is the same as banning someones name, just take out the name and add the ID

and if you want ban in console (server) you do just type ev ban steamid or name 
(time) (Reason)
