Test linux savestates, investigate cross-platform savestate consistency #28

Do savestates work on the Ubuntu build? Test this.

Once verified as working, investigate how much this diverges from the Win64 build. Investigate whether it's practical for cross-platform netplay when the CPU architectures match.
