Add headers to broker #53

Add headers through config to the broker.

Also fixes the error warning when running the specs.

@BBCMarkMcDonnell, can you review this PR to add headers to the broker please?

There is also the Election PR which is in the description, but I can get that reviewed by someone on the elections team if you prefer.
