Spike: Try technology stack for database (PostgresQL on AWS RDS) #15

Following from investigation into db tech stack https://github.com/bbc/digital-paper-edit-api/issues/11

[x] spin up/ setup a dev db (local or on AWS - TBC)
[x] connect to it
[x] do a schema migration to create some tables
[x] add data to the database
[ ] retrieve data from the database

Stretch goals (can be separate issue)

[ ] consider wrapping this logic into a "wrapper class" to encapsulate and separate concerns within the application business logic
[x] is there a convenient way to seed a test database with dummy data?

Note, you are welcome to use the schema from this issue https://github.com/bbc/digital-paper-edit-api/issues/6#issuecomment-510413313 for the purpose of trying stuff out, provided that is understood that defining the schema of the database is a separate ADR/issue.
