Should it be possible to construct a DAB URI for a multiplex #3

Shorten a DAB URI to just include the Global Country Code and Ensemble ID:

dab:<gcc>.<eid>

Example for BBC Radio 4:

dab:ce1.ce15.c224.0

Example for BBC National DAB Multiplex

dab:ce1.ce15
