Related to #47, it would be advantageous to allow for 'audience group URIs' to be defined: these would expand internally to the equivalent of <audience1> OR <audience2> OR <audience3> …
This would be used in the case of federations where it's known that all members of the federation have access to certain services whose own audience groups do not themselves completely overlap.
The groupings themselves would be managed operationally via a command-line utility as required, rather than being inferred from crawled data.
