Plug-in initialisation is not critical #6

If plug-in initialisation fails, start-up should be aborted. This does not currently occur. e.g.:

twine-writerd: Critical: spindle: only PostgreSQL databases can be used as back-ends for the Spindle index
twine-writerd: Critical: spindle: failed to update database schema to latest version
twine-writerd: [Debug] spindle: initialisation failed
twine-writerd: [Debug] initialisation of plug-in /opt/twine/lib/twine/spindle.so failed
twine-writerd: [Debug] found MIME processor for 'application/trig'
