Enable parsing of qualitative WIGs #2

Currently, the ".wig" track parser assumes that the created datatype is quantitative and hence will throw an exception if there is any kind of overlap in the base pair coordinates.

A switch of the type datatype='qualitative' should be incorporated that silences the overlap checking.
