[Feature Request] -- Use config settings for value limits. #44

The following Poracle config settings could be integrated into PoracleWeb:

Config --> Tracking --> defaultDistance (use instead of 0 when setting a new tracking) Config --> Tracking --> maxDistance (to constrain the max allowed distance to be set)

Config --> pvp --> pvpFilterMaxRank (the maximum allowable pvp rank to be set) Config --> pvp --> pvpFilterGreatMinCP (Great League minimum CP filter requirement) Config --> pvp --> pvpFilterUltraMinCP (Ultra League minimum CP filter requirement)
