Pull Request Description

ref #16 This PR adds:

parsing arguments with argparse
missing arguments, alarms and new-preset
a new argument to launch alarms, launch

@illright Sorry it's taking so long but I appreciate you being so patient. Originally I was going to merge this PR but there is a bug when attempting to pass a 12hr format time through the command line itself.

Currently, Pylarm is able to handle a 12hr formatted time passed as an argument. If you're still interested, go ahead and make that change and I'll be more than happy to merge this.

Sorry for the delay, I can fix the bug, but I need you to elaborate a bit. What exactly doesn't work? An example would be nice
