Add a heartbeat layer to the communication protocol. This is going to need to be written about because I think it's important in a number of places:

[ ] Think about how a heartbeat can be used to visualize the actually implemented network (e.g. to monitor your devices).
[ ] Anti-entropy doesn't contact everyone, just a random subset
[ ] Heartbeats are the key to Raft -- new versions don't just automatically propegate
