Are we just getting the benefits from the topology or is it actually the effect of consistency.

Simulations to prove this:

[x] Eventual topology with core group that does 2 gossips (one regular, one core) and everyone does local preferred. Tells us the importance of ordering.
[x] Increasing numbers of Raft nodes to see what's going on there.

We want to talk about why were getting improvements. And it's clearly crucial.
