This PR introduces a draft of the Related Works section, which comes mostly from NSDI draft (updated for a different audience). I've also added a bit about Akkio vs HC, and updated bib accordingly. Note this PR is branched off master and so does not include the edits proposed in #38, which I'm still thinking about.
