Now that we have an extra check for temperature, we need to also set units (F vs C). Currently the default units are 'si' which is basically metric (celcius). In addition, allow a config option for setting the precipitation temperature.
In some regions, the precipitation type is not set, so we can just check for temperature and the existence of precipitation to assume it's something frozen.
