taskbar button order broken by moving a button #602

This is a regression caused by commit 9f67e9545e0e81868a6bb9a5f444b01c6e32ba1b.

A task button on the task bar can be dragged to a different position or moved using KeyTaskBarMoveNext/KeyTaskBarMovePrev.

Following this operation when the windows are switched using the mouse wheel on the taskbar or with KeyTaskBarSwitchNext/KeyTaskBarSwitchPrev, the order no longer corresponds to the current order as shown on the screen.
