env ref create not working #14

$ envelope env ref create --name TMP_SHOVEL_OPENOBSERVE_USER --ref-env-name shared --ref-var-name SHOVEL_SERVE_OPENOBSERVE_USER
couldn't create env ref: TMP_SHOVEL_OPENOBSERVE_USER: local var not found

oh, the --ref-var-name wasn't a variable in the shared env...
