Change recipe of Wireless Receiver Component [Little Logistics] #23

Base on the place of Little logisitcs in the progression tree, it would be nice to get the "wireless receiver component" earlier. This is used for automatic switching rails.

At the moment of this issue (version B3.0), it requires an Eye of Ender and therefore is really deep in progression. I would suggest to replace it by a "basic techium ingot", like it is for the "wireless transmitter component" recipe.
