Server won't bind to port under Windows Server #89

Trying to start a dedicated server on an actual dedicated server and keeps getting failed to bind to port. Exceptions were made in the firewall as well as port forwarding and still get the failed to bind to port. We have now given up on trying to find out whats wrong the ports are open and listening but the server seems to fail to bind to it. Is there a restriction to where a server hoster can only host this modpack or can I do it on my stand alone machine

Try another port in the config? Make sure another server isn't running on that same port? If neither of those clear it, it may be some restrictions with "Windows Server" (both being capitalized, I think you mean literal Windows Server not a Windows 10/11 running a server). I have been running a server fine on Windows 10 and upgraded to 11 so both working. What version of Windows Server?

Not being able to bind the port has nothing to do with forwarding or firewall. It's literally can't open the port, which usually means it is in use. Shared machine running nultiple servers? Borked first startup of minecraft server and need to end task?
