Add NuGet package for WebAssembly

Adds a new NuGet package for the WebAssembly binary (runtime identifier is browser-wasm)
Might need a target file with a NativeFileReference element to work
- Not sure if a wasm file is considered a native dependency. All examples use o- and a-files but not wasm-files.
@bblanchon should build a test Wasm NuGet package so that @manfromarce can confirm this PR works (see #94)

It seems fine to me, I've installed the package in a Wasm project and didn't have issues, thank you
