This travis.yml, mainly taken from Rstanarm, works for me without timeouts. At the first run, it is borderline to th 60 minutes set. It looks like the real-time is measured, I have seen cases where everything works fine when I start in the morning European time, and fails during peak hours when the American continent wakes up.
Re-run with caches works in 4 minutes. The before_install stuff is by Dirk, but I am not sure if it is still required with the current versions of stan/rstan
