STAC Compatibility #61

I'm working on patches to add STAC compatibility to the features API. Is this something that you would be interested in merging? I would also control this by using a feature flag.

I'm absolutely interestend in STAC functionality! It would probably make sense to have a dedicated service like bbox-catalog-server?
