Add capability of "Fill VTI for xx minutes" to magnet controlprogram.

1. Need new numeric control for "amount of time to fill" 
2. Need "fill" button
3. Need a display for how much time remaining (or could use existing display?)
4. Needs to open needle value to 100% when button is pushed, close needle
value to 0% when timer runs out.

Reopening.  From John: The “Fill VTI” button seems like it only opens the 
needle
valve to ~75%, even though the display says 100%. Checked this on two different
occasions. (We figured out that it was only at 75% based on how long it took to
close. Needle valve closed before the program said “0 %”.)

Just checked this twice, and it's working fine (the "% estimate" is off by 3 or 
4%,
but that's hardly noticeable and within my experimental error). I don't know 
what to
do further.
