Photon counter control program #64

Create photon counter control program. Should have:

1. Ability to set the normal "front panel" settings that you can set
through the real, physical, front panel.
2. Ability to do basic automatic gate settings like in Lee's scan vi's. See
for example, Lee's magnetic field scan setup vi, in "PEM exc - LCD det" mode. 
3. Add a button to Instr Settings.vi to call up the new PC control program.
Make sure it still functions that way.

First Version of PC Control Panel. Still does not use objects, but all actions 
use
VISA now.
