function generator control VI #69

Get user-friendly function generator control program working, and able to
integrate with Instr Panel.vi.  Probably needs to get put in place of "FG
Control (Dual).vi", which is currently what pops up when you click the FG
button in Instr Panel.vi.

Matt implemented this.  Replaced on Instr Panel.vi. Closing.
