FG: GPIB issues with other instrs on bus #93

We noticed that the Tektronix Function Generator glitches when it is connected 
with GPIB.  (USB doesn't seem to have issues.)  These glitches disappear when 
other instruments are powered down (not necessarily disconnected.)

We haven't traced this issue to a repeatable mode of failure, nor do we know a 
root cause.

All programs now assume the FG is always connected via USB.  Workaround: don't 
use GPIB.
