Setup a test auth server

This is now live at https://shoaffuniversity.azurewebsites.net. A completely separate webapp with its own database.

It can be tested using the borja branch.

1. Launch warbler (and log out if you're logged in).
2. Add /Account/SingleSignOn to the end of the URL.
3. You'll be taken to the Shoaff University login page.
4. Login (or Register first).
5. You're taken back to Warbler. Notice that you're now logged in on Warbler as the account from Shoaff University.
