Create a Who to contact page or add that to the electedOffices page? #66

I'm thinking that people maybe don't know who is the best representative that they can reach out to. So I'm thinking two options:

  1. Adding info on each representative explaining what that persons covers/represents
  2. Adding a dropdown to choose types of common topics and then depending on choice, guide users to the appropriate official

I like the idea behind this. I'm not sold on this implementation. I definitely think there is more information that could be returned for each representative. What you are describing here seems more like a FAQ page, or maybe a getting started or how to use this site page, which we could totally implement.
