Hours per week for analysts #10

Functionality additions:

  1. analysts should be able to put down the number of hours available for each week
  2. analysts should be able to change this

Potential to update calendar yearly with Heroku scheduler dyno. Plan is to automatically schedule task allocation for analysts as well, though!

@bcartwri-anu didnt quite understood you. Do you want me to look into Heroku scheduler dyno for updating calendar yearly ?

Thanks @Rajkamal24 - I'll look into it man, because Heroku can be a bit of a pain and I think I'm the only one with the permissions to use add-ons anyway!
