Notes on this: function to sit in the layer of logic that runs when a new dataset is created (or a user is created?). Also needs to run when transaction created but an analyst who speaks Mando is required

Things left to finish here:

  1. More advanced heuristic for figuring out who will be assigned to a task
  2. Account for language barriers (reassign when analyst indicates Mandarin necessary and abdicate responsibility from all those not specified as multilingual)
