Files are no longer available on miRBase ftp site #3724

The miRBase ftp site is no longer answering:

$ wget  --random-wait --retry-connrefused --no-check-certificate -nv -N -c ftp://mirbase.org/pub/mirbase/22/database_files/mirna_mature.txt.gz
failed: Connection timed out.

These files are affected:

./ggd-recipes/mm10/mirbase.yaml:        # wget --no-check-certificate -q -N -c ftp://mirbase.org/pub/mirbase/21/database_files/mirna_mature.txt.gz
