Fix Kinsta Staging performance too low for PubSub #157

@rvanoord I think there's 3 ways to solve the issue:

  1. Disable pubsub for the staging environment
  2. Increase resources in the staging environment (will cost 20$/mo)
  3. Connect Kinsta Staging to Pubsub Sandbox - then the traffic should be less spiky, and the issue less pronounced

Go for option 1 - add an option for enabling / disabling pubsub webhook updates. Disabling should trigger unsubscribe call to pubsub
