Homepage is empty when there is content but nothing in this language. Instead, we should display a message that there is nothing available in this language.

Acceptance criteria

Display message when homepage is empty due to selected language having no content.

An alternative approach is to have multiple languages configured, with the initial default including English and the user's browser language.
