Integrate TileCacheOp usage into main branches from calvalus #55

On the Calvalus branch the TileCacheOp is used if the GPF tile cache is disabled. This helps to reduce memory. These changes have no impact if in normal environment.

To reduce effort for migrating to calvalus branch the TileCacheOp shall also be integrated on the main branches.
