Memory Leak caused by bouncycastle #1536

Hi team,

We’re facing memory issues related to bouncycastle. Below are the findings after getting the dumps. Safe to say bctls-fips components are the cause of the memory leaks in our scenario as well. It'd be appreciate if you could advise to me.

Have you tried bctls 1.0.18? 1.0.14.1 is very out of date now.
