IPA Resource Model Changes

• [ ] Change the headers' word "Assessment" associated with "FMO Assessment" to "FMO Review" in 6 places - PSR, FIAPlan, FIA, CFP, IMP, and SAP

• [ ] Impact Mitigation Process needs four pages/nodes not three - create a fourth called "FMO Review"

• [ ] move the IMFR FMO Approval Status and IMFR FMO Response from the Impact Mitigation Final Report page into the new "FMO Review" page

• [ ] add an upload documents function to the Impact Mitigation Final Report page

• [ ] Site Assessment Process also needs a "FMO Review" page

• [ ] remove the FMO SAFR Approval Status from Site Assessment Final Report and move into the new "FMO Review" page

• [ ] add "FMO Response" with text field

@LeannePyle - I think we should do a rework on the IPA resource model to collapse all the report types and associated reviews into 2 common cards, one for the submission and one for the review. The Submission/Review cards would need to have an additional Report Type field with a LOV for the possible report types.. We also need to add

• [ ] an IPA identifier, auto-generated (eg 2024-IPA-001)
• [ ] a field that defines what reports are required for the IPA. As listed in the Initial Project Review workflow, the multi-value list would include PSR, FIA, CFP, Site Assessment and Impact Mitigation.
