Handle storage of digital assets #122

Was originally intending to use S3 object storage, but from the onboarding document: There are no backups of the data within Object Storage as it is meant for archival data. which may not make it appropriate for these implementations as the data stored there is considered to be PROD data and will require backups.

Captured in requirements excel doc, line 6: Capacity to store and display images, links, maps, PDFs, multi-media (audio, video clips) and other content associated with register records.
