Add tileserver layers as part of package import #25

Currently adding the tileserver layer definitions by way of Django fixture. Need to determine how to define them as part of the package

Layers added to map_layers/mapbox_spec_json/ directories. There is currently no way to define the order they are presented but will work to see if there is a small tweak to Arches core to allow for it.
