Add BCGW HRIA Overlay to Arches #405

If layers can be published as WMS in the BCGW. If not, will need to import the data periodically from BCGW into arches and host it there.

Update: Discussed Direct Connection to HRIA. Heritage Branch needs to complete information forms with Arch branch to get this rolling.
