Change MapBox satellite basemap to BCGW base map

Solution

• Planet WMTS service is used for the high-resolution satellite imagery. It is only available to internal BCGov users. This basemap needs to be limited to internal users only
• Lower resolution BCGW WMS is public and can be provided to the public

@bferguso are we able to use this basemap in Arches? https://catalogue.data.gov.bc.ca/dataset/bc-basemap. It has nice hillside shading and park labels and its the same one the BC Geographical Names Offices uses in their app (our Heritage Branch colleagues) https://apps.gov.bc.ca/pub/bcgnws/web/. I have a contact for this basemap so we could ask if it needs to be in a different format for Arches.
