Handle common and scientific names with trailing ; #680

There are tailing semicolons in the common and scientific name columns which are causing extraneous fossil sample rows to be created. Need to remove the trailing semicolon and rerun the data cleaning process to fix the data.

[x] update the cleaning scripts
[x] rerun the cleaning scripts
[x] reload DLVR
[x] reload TEST

This has been handled. Issue with names not being matched with valid Fossil Names handled in a separate issue.
