Using the Trimble input, need to finalize the process to generate borden numbers from HRIA.

[x] Update Borden Grid fetch from BCGW to use forward proxy
[x] Test with PROXY_BCRHP HRIA database user

Something has changed with the servers and now require a forward proxy to obtain the Borden Grid information from BCGW. Need to modify the implementation to set a proxy on the URL request.

Obtained the credentials and performed a test with the proxy user in HRIADLV1 today. Borden number fetch functioningn but waiting on one more grant to resolve an issue causing the reserve to fail.
